All 14 of Season 27's non-playoff teams will enter the draft lottery, and the team that wins the draw will move up four spots (maximum), meaning that although a team outside the top five can win the draft lottery, only the five lowest-finishing teams in the league are eligible for the first overall pick. As such, no team can drop more than one spot. Good job winning, Rangers!!! It seems to be a rarity that the 30th ranked team actually keeps the first overall pick.
