All 14 of Season 12's non-playoff teams will enter the draft lottery, and the team that wins the draw will move up 4 spots (maximum), meaning that although a team outside the top 5 can win the draft lottery, only the five lowest-finishing teams in the league are eligible for the 1st overall pick. As such, no team can drop more than one spot.
