that is 21 players though. Not 23. I think it will take 8 plus for Stamkos and Richards will end up at 7 plus

That's what the $2.5 is for.
You can get a couple decent late signings for ~$1m.
I don't see Stamkos getting the $8m+ or if Richards signs it would be a front loaded deal.
