You can take the method that we use on Spitty's league where we have the rookie draft (However, teams don't have to give up a player to get a pick) and it'll be based on standing like the normal entry draft in the NHL. With that, we use the method where rookies can become better by using a system of stats, games played, etc.
Weaker teams will more than likely play their young guns and in the hope that these weaker teams get better within a few years because their young stars will be better.
You can also try out the "C.A.P" where the CAP gain also gain overalls by a similiar system. Again, the point is weaker teams should be able to play them more in hope of progressing.
Lastly, hold a few "Legend" auctions for teams who FAILED to make the playoffs. Obviously some good teams miss the playoffs but it still allows for some bottom feeders to have a fairer opportunity to get a legend or better player (overseas, european, etc.).

too much work for Jackets, he already does enough, he shouldn't have to fiddle around with ovr's after every off season

I believe we had talked about C.A.P players a few seasons ago but decided not to have them because we wanted to stay more original.

i like the rookie idea only but i think it'd be too much work for jackets along with all the shit thats happening

Yeah, we won't be doing the CAP thing for the reason PHI stated.
As for changing rookie overalls, not big on it since if their overalls change, all others would have to as well, kinda kills the realism if only a few players can actually get better or worse.
I like the idea of legend auctions for non-playoff teams though.

we already create 10 rookies every year. Maybe just expand it to 14 or whatever it is and make it a draft of rookies for just the teams that don't make the playoffs. Just an idea. If the top teams are in it there players would rated about 79 and just be a waste anyway as they woudn't play.

I think the rookie auctions for non-playoff clubs only, and 1 legend auction for non-playoff only sounds like a fair compromise.
