All 14 non-playoff teams will enter the lottery, and the team that wins the lottery (usually the 30th place team, but other teams HAVE won before) will move up 4 spots (maximum), meaning that although a team outside the top 5 can win the lottery, only the five lowest-finishing teams in the league are eligible for the first overall pick. As such, no team can drop more than one spot. Odds of winning the lottery and eligible teams are as follows: Odds of Winning the First Overall Pick48% 19% 14% 11% 8% Odds of Winning the Draft Lottery25% 19% 14% 11% 7% 6% 5% 4% 3% 2% 1% 1% 1% 1%
